Trucking Authority Cost Estimator – True First-Year Cost
Running under your own MC vs. leasing on. Timeline: typically 3–6 weeks for active authority. Costs below are 2026 ranges — adjust to your quotes.
Leasing on avoids most of the setup above but typically costs 12–25% of gross. At $200k gross, that's $24k–$50k/yr — often more than authority + insurance within year one. Use tool #1 to compare both paths with your miles.
Worked example: a default 1-truck launch
One truck based in an average-fee IRP state (TX / FL), required items only, $9,000 truck down payment, $5,500 monthly burn, 3-month cash buffer:
| Step | Math | Result |
|---|---|---|
| MC + USDOT filing | FMCSA fee | $300 |
| BOC-3 filing | one-time, via filing agent | $50 |
| IRP plate | average-fee state | $2,000 |
| IFTA license + stickers | $25 | |
| HVUT Form 2290 | 80,000 lb | $550 |
| Insurance down payment | liability + cargo | $5,000 |
| Drug & alcohol consortium | 1 driver | $150 |
| ELD | device + first year | $400 |
| Authority setup | sum of the fees above | $8,475 |
| Truck down payment | $9,000 | |
| Cash buffer | 3 × $5,500 | $16,500 |
| Startup capital | $8,475 + $9,000 + $16,500 | $33,975 |
Result: the MC, BOC-3, IFTA and 2290 filings come to just $925; plates, the insurance down payment and the cash buffer drive the total. Budget about $34,000 before the first broker pays.
Owner-operator's guide to authority cost
The FMCSA filing fee is only $300 — the real first year runs $8,000–$15,000 once plates, heavy-highway tax, and insurance down payment land. New carriers get surprised because no single page lists every bill in order. This estimator does: MC, BOC-3, IRP by state tier, HVUT 2290, insurance down, ELD, drug consortium — with your quotes plugged in.
Every fee in order
MC/DOT application $300 (FMCSA, verify before filing). BOC-3 ~$50 one-time via filing agent. IRP apportioned plates $1,500–$3,000 depending on base state and weight — CA/IL run high, some states run under $1,500. HVUT Form 2290 $100–$550/year by weight — $550 at 75,000+ lb, which covers most loaded tractors (IRS). UCR $46 for 1–2 trucks (2026, UCR). State permits (NY HUT, KY, NM, OR) $0–$500 by lanes. Drug consortium ~$100–$200/year. ELD $250–$500 first year — compare in ELD Compare.
The big one is insurance
New-authority liability + cargo commonly quotes $12,000–$20,000/year, with 20–30% down ($3,000–$6,000) due day one. That down payment dwarfs every government fee combined. Shop 3+ trucking-specialist agents before your MC goes active — once the protest clock starts, you lose bargaining power. Add the monthly run-rate to your cost per mile fixed costs so your rates cover it from load one.
Don't forget the cash buffer
Brokers typically pay 30–45 days after delivery, so your first loads earn money weeks before you see it. At a $5,500/month burn rate, two months of buffer ($11,000) is the survival floor, three months ($16,500) is the realistic minimum, and four ($22,000) lets you reject cheap freight while you build relationships. Add your truck down payment on top — 10–20% on a used sleeper. That is why a financed one-truck launch realistically needs $35,000–$55,000 in capital, not just the $8,000–$15,000 in setup fees. The estimator above totals it: setup + truck down + buffer.
Lease-on vs. own authority math
Leasing on at 80% of linehaul on $200k gross costs you $40,000/year — with zero paperwork. Own authority keeps that $40k but adds ~$15k setup plus insurance, compliance, and finding freight. Break-even is usually year one if you run 9,000+ miles/month at decent rates. Timeline: MC instantly, active authority in 3–6 weeks after the 21-day protest period plus insurance/BOC-3 filings.

Authority cost FAQ
How much to get trucking authority?
$8,000–$15,000 first year for most 1-truck setups: $300 MC + ~$50 BOC-3 + $1,500–$3,000 IRP + $100–$550 2290 ($550 at 75,000+ lb) + $3,000–$6,000 insurance down + ELD/consortium/permits.
How long does authority take?
Typically 3–6 weeks: instant MC number, ~21-day protest period, then active once insurance + BOC-3 are on file. IRP/plates add days to weeks by state.
Lease-on or own authority?
Lease-on costs 12–25% of gross yearly; authority costs ~$8–15k setup plus work. Above ~$150–200k gross with steady miles, authority usually wins by year one.
What is BOC-3?
Blanket of Coverage — legal agents in all states for service of process. Required before FMCSA activates authority, ~$50 one-time.
Do I need IRP if I stay in one state?
Intrastate-only can run base plates, but any interstate mile needs IRP apportioned registration. Check your base-state DMV/IRP office.
